The name I̽zrë Znoslö Ner is derived from the Wood Elvish language, as I̽zrë Znoslö Ner was founded by Gencoss Khastru, who was culturaly Wood Elven.
Climate
I̽zrë Znoslö Ner has a yearly average temperature of 16°C (60°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a cold 8°C (46°F). I̽zrë Znoslö Ner receives an average of 140 cm/y (55 in/y) of precipitation, most of which comes in the form of rain during the spring. I̽zrë Znoslö Ner covers an area of nearly 5 km2 (2 mi2), and an average elevation of 7874 m (-17116 ft) above sea level.
Overview
I̽zrë Znoslö Ner was founded durring the late 15th century in summer of the year 1361, by Gencoss Khastru. The establishment of I̽zrë Znoslö Ner was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding I̽zrë Znoslö Ner's construction back out of the project. Gencoss Khastru pushed on reguardles, and I̽zrë Znoslö Ner was finished, but starts off as a terible place to live.
I̽zrë Znoslö Ner was built using the conventions of Wood Elven durring the late 15th century. Naturaly, all settlmentss have their own look to them, and I̽zrë Znoslö Ner is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
I̽zrë Znoslö Ner is is constructed arround a semi-circular narrow cobblestone mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. I̽zrë Znoslö Ner's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. I̽zrë Znoslö Ner's monster and outlaw focused fortifications are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
A look around I̽zrë Znoslö Ner gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. This all rests atop the unmistakable impression the town is one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which I̽zrë Znoslö Ner brings to mind.
Civic Infrastructure
I̽zrë Znoslö Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within I̽zrë Znoslö Ner.
I̽zrë Znoslö Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
I̽zrë Znoslö Ner has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
I̽zrë Znoslö Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain I̽zrë Znoslö Ner's public wards, blessings, and other arcane systems.
I̽zrë Znoslö Ner possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. I̽zrë Znoslö Ner's grid is powered by a direct leyline tap.
I̽zrë Znoslö Ner's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
I̽zrë Znoslö Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
I̽zrë Znoslö Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
I̽zrë Znoslö Ner's town hall was built using a different architectural style from the rest of the town. The style used is based upon new and innovative technologies of construction and the idea that form should follow function. It was an embrace of minimalism and a rejection of ornament. The style became characterized by an emphasis on volume, asymmetrical compositions, and minimal ornamentation..
In I̽zrë Znoslö Ner rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.
The Flea, Mammoth near I̽zrë Znoslö Ner are known to be almost tame, such that they can be put to domestic use.
I̽zrë Znoslö Ner's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves drinking to channel Transmutation energies of tier 3 via guttural bellowing.

Different factions of the community might be trying to grasp at the remaining dregs of wealth, others might try to restart the failed industry, and some might look for a new livelihood. Any group or entity thought responsible for the collapse is likely to be treated very harshly, and some locals might find profit in shifting the blame to their enemies.
In time immemorial, reportedly some time during the late 2nd century a local hero by the name of saved most of the town when a natural disaster struck I̽zrë Znoslö Ner. The recitation of the hero's story remains a popular tavern and fair tale.
